ABOUT DAVE: 

David Shuster currently serves as the President and CEO of Horizon Goodwill Industries in Hagerstown MD, whose mission is removing barriers to social mobility for individuals and communities to thrive through the power of sustained and meaningful employment. As a unique social enterprise, Goodwill engages with donors, shoppers, local business partners, non-profit and government agencies to provide diverse employment opportunities across multiple lines of business. By meeting people where they are with a variety of workforce development programs and wrap-around services, Goodwill builds hope in individuals and their communities. He has been with Horizon Goodwill since November 2013, serving as CEO since 2019.

David came to Goodwill from Virginia Tech, where he served for 15 years in student affairs, leaving as the Associate Director of Facilities Operations for Recreational Sports. While there, he also served as a volunteer club rowing coach for 11 years and was recognized with the 2013 James D. McComas Staff Leadership Award, a university-wide, peer-nominated award for outstanding staff leadership efforts.

In addition to his professional roles, he is an active member of Hagerstown Rotary-Sunrise, the Greater Hagerstown Committee, and Scouts BSA. He previously served as a Flotilla Commander with the United States Coast Guard Auxiliary while living in southwest Virginia.

Hailing originally from Springfield, VA., David holds a Bachelor of Arts degree in Theatre Arts and a Master of Science degree in Health and Physical Education from Virginia Tech. He earned his doctoral degree in educational leadership from Frostburg State University, where his dissertation research specifically focused on the application of positive psychology theories and the ability of faculty to influence student hope and success. He is a graduate of Leadership New River Valley (VA), Leadership Washington County (MD) and is a 2023 fellow of the Appalachian Leadership Institute of the Appalachian Regional Commission.
